Evidenta activitatilor si transparenta trebuiesc atinse in Administratie Publica. Acest lucru nu inseamna numai evidente financiare stricte, cat si folosirea unei tehnologii care sa ofere accesabilitate si transparenta fara a periclita confidentialitatea in cadrul tranzactiilor G2G si G2E. Platforma Oracle E-Hub, si pachetele de aplicatii Oracle Financials, I-procurement and HRMS pot aduce aceste cerinte functionale solutiilor IT implementate in administratia publica. Instrumentele Oracle BI/W vor permite dezvoltarea unor solutii de analiza si raportare cros - departamentale. Although digital signatures are quite secure, the infrastructure needed to support them can be expensive and requires constant maintenance. Data Exchange: How to capture data from a web-based form and transfer it to an agency’s systems for processing. And how to share that information with other agencies in a common format.. Public Access: how to provide access to citizens who have limited or no access to the Internet. Multi-channel access to reduce the size of “Digital-Divide”. Security: A site may have a solid privacy statement and well-designed forms but, if the server breaks down, privacy can be quickly compromised. Promotion: How to ensure that citizens can find the services they need easily and quickly.Navigation must be easy and self-explanatory.

In aceasta etapa organizatia publica este pregatita sa se concentreze asupra eficientizarii relatiilor externe. Zonele cheie sunt cele ale interactiunii intre organizatiile guvernamentale si cetateni (G2C) si intre organizatiile guvernamentale si companiile private (G2B). Avand o solutie completa, scalabila si robusta care acopera toate zonele G2C, G2B, G2E si G2G aceasta va trebui implementate in toate entitatile unei organizatii guvernamentale. De asemenea pot exista parteneriate publice/private extinse care sa exploateze aceste solutii IT pentru a oferi o varietate mare de servicii. Planul de implementare va trebui sa ia in considerare cele mai optime canale (internet, telefon, etc) pentru serviciul/serviciile in cauza. Pentru cresterea eficientei se pot considera utilizarea unor modele de tip shared back office sau chiar outsourcing. Printr-o abordare structurata pronind cu infrastructura tehnologica si apoi cu pachete de aplicatii care sa sustina activitatile administrative, organizatiile guvernamentale isi pot controla mai bine costurile si procesele interne, deci isi pot imbunatati eficienta in functionare.
